Frank J. Gray

Frank is a former Assistant United States Attorney in the Northern District of Indiana. As a federal prosecutor, he conducted numerous investigations with the aid of federal agencies such as the Federal Bureau of Investigation, Internal Revenue Service and Treasury Department. In private practice he has conducted internal investigations for non-profit and for-profit corporations. His trial and appellate experience covers various areas of law including patent, real estate, probate and commercial litigation as well as white-collar criminal matters.

He is a fellow in the American College of Trial Lawyers (limited to 1% of Indiana licensed attorneys) and has been rated as an AV lawyer by Martindale-Hubbell since 1981. He was voted an Indiana Super Lawyer in business litigation and is listed in Who's Who in Best Lawyers of America. Frank has served as a teaching faculty member for the National Institute for Trial Advocacy and has been a panel member on numerous Indiana Continuing Legal Education programs.

Frank has lectured on the subject of legal ethics and has been a member of The Association of Professional Responsibility Lawyers for over ten years. He has represented numerous doctors and lawyers on ethics and licensure issues. He has also represented public officials, judges, teachers and law enforcement personnel on issues involved in the performance of their duties.

In August, 1995, United States District Court Judge William C. Lee appointed Frank as Chairman of a panel of Special Masters to implement settlement discussions in an environmental Superfund case that had been filed in the Fort Wayne Division of the Northern District of Indiana. The case involved over 1,100 defendants in what was one of the most substantial Superfund cases filed in the United States, and the panel of Special Masters consisted of over 50 attorneys from the State of Indiana. In 1986, then Congressman Dan Coats appointed Frank to serve as a member of the Northeastern Indiana Drug Abuse Task Force for two years.

Frank has served since 1997 on the Merit Selection Panel for the Northern District of Indiana to interview candidates and consider reappointments of full-time United States Magistrate Judges. He chaired the panel in 1997 when Magistrate Judges Robin D. Pierce, Roger B. Cosbey and Andrew P. Rodovich were reviewed for re-appointment and served again in 2005 for the review of Magistrates Rodovich and Cosbey.

Frank serves on arbitration panels and as a civil mediator when requested by litigants and has served as Judge Pro Tempore for both the Superior and Circuit Courts of Allen County, Indiana. He has chaired various Allen County Bar Association committees over his thirty-plus year career and served as a representative to the House of Delegates of the Indiana State Bar Association.

Frank has served as corporate counsel for Not-For-Profit Corporations such as the Allen County-Fort Wayne Historical Society and Northeast Indiana Emergency Medical Services.

In 1999, Frank received the Allen Katner Award from the Indiana Soccer Coaches Association for over 15 years of continuous volunteer efforts to further the cause of high school soccer excellence in the State of Indiana. He recently retired from his volunteer soccer coaching career after 22 years of service.

During the Vietnam War, Frank enlisted in the United States Army and served with the Ninth Infantry Division in the Mekong Delta. Frank's many citations and service awards include the Combat Infantryman's Badge, Bronze Star, Army Commendation Medal for Valor and the Vietnam Cross of Gallantry.
